Baki must reconsider decision on reservists

 On behalf of the silent law abiding citizens, I appeal to the Police Commissioner Gari Baki to review his Decision to re-introduce the Reserve Police across Papua New Guinea.

Whilst it is the prerogative of the Police Commissioner as a long time professional career Policeman and his good Office to discharge such Decisions we feel that he may have done so in haste without being fully brief on all factors, implications and impact it would have on the Royal Police Constabulary, the Community, Business Houses and wellbeing of Citizens and suspect he may be under immense Political Pressure to make such a Decision.

Baki was recently the Head of the National Intelligence Organization (NIO) and should be fully aware of such a Decision and its effects across the cross- section of the Community and its law abiding Citizens.

We are not surprised that the NCDC is swift to have Reserve Police back. Past NCDC Reserve Police and other Reserve Police records is appalling and this will further enable and provide the conduit and the use of Police radio, firearms, uniforms and other resources to abet and escalate criminal activities. 

The merciless brutal killing of young Hanuabada citizens by suspected trigger happy NCDC Reserve Police Wild West Cowboys using firearms is still outstanding. The constant use of NCDC Reserve Police resources to smuggle betel nuts and abetting the smuggling of betelnuts and in armed robbery is still outstanding! 

If the Police Commissioner still insists in maintaining his decision then we kindly suggest he and his good Office consider that:

  • Existing NCDC Reserve Police, their relatives and in-laws be fully scrutinized, be investigated and be cleared by a Competent Independent Enquiry as we suspect there are criminal gang elements within the so called NCDC Reserve Police.
  • NCDC Enforcement Unit not wear Reserve Police uniforms and operate outside of the Police Force and follow the American Model or the Singapore Model in enforcing littering and betelnut ban laws which will require new Legislation by Parliament.

 

We further suggest you and your good Office do proper and normal recruitment through the normal process with full training of recruits at Bomana assisted by the Australian Federal Police programme and increase the Police strength by additional 50 000 in NCD.
