Better road rules needed

I see heavy vehicles and PMVs using unauthorised routes every day and the Road and Transport Authority should look into it.
I believe that in developed and civilised cities, heavier and public motor vehicles are allocated different routes.
You do not see them running 24/7 anywhere, anytime.
Control measures should be put in place and motorists should be made to follow those rules.
Any offender caught should be punished.
