THIS is a call to Lands and Physical Planning Minister John Rosso and secretary Benjamin Samson.
Can they explain as to why the registrar of titles is withholding titles belonging to some of the tenants at Salamanda in Lae? These tenants have been waiting for almost 13 years and they have yet to recieve their titles.
Most of them have duly accepted the terms and conditions of the lease and executed the necessary processes for lease titles to be issued them.
In recent years, certain officers in the department have been advising clients to make their own travel arrangements to Port Moresby to collect their titles.
Is this the normal practice within the department or is this one of those corrupt practices that is synonymous with the department?
Can they explain why an officer in the department’s Lae regional office is charging K350 from clients before issuing their titles?
There is a standard practice that upon the registration of titles, they are then delivered through the registered mail, to the client’s postal address.
Upon safe receipt of the title by the client, the acknowledged slip, which is included in the registered mail, is signed and returned to the registrar of titles, similarly under registered mail.
This is the legal process of issuing such legal documents, so why are clients advised to travel to Port Moresby just to collect their titles?
Is it a requirement under the department’s procedure manual that clients offer lunch money or service fees to officers?
