Change tact on buai ban

 If the NCDC buai ban has not achieved its purpose since introduction then I suggest the committee go back to the drawing board and review its failure. I rather suggest if we could change the concept where the sellers are arrested and charged. Why not target the buyers or the chewer and arrest them? All the filth and rubbish are from the buyers who carelessly discard buai skins and chew and spit. Let’s make the sellers lose their business by targeting the buyer and charge them.
