Chimbu best in highlands for effective service delivery

 OUT of seven highlands provinces, Chimbu is leading in terms of effective service delivery, monitoring, evaluation and reporting, a senior Finance Department officer said.

First assistant secretary accounting standards and frameworks division Joseph Gora said this during his presentation of financial instructions and procedures to public servants from Jiwaka and Chimbu in Goroka. 

He praised the province for adhering to financial guidelines and Financial Management Acts during a two-day workshop on service improvement programme.

He said Chimbu had always been on the top in service deliveries, reporting and fulfilling other necessary requirements.

According to Chimbu provincial administrator Joe Kunda, who attended the workshop, Chimbu has always been among the top five.

It was ranked first in 2010 by the National Economical Fiscal Commission (NEFC). 

“It is timely for Jiwaka, as a new province, to team up with Chimbu and learn from it,” he said.

Jiwaka Governor Dr William Tongamp said the two provinces had many things in common and they would work together as brothers.

Gora said on a regional basis as per NEFC reports and recommendations, West Sepik was ahead in the Mamose region, East New Britain led the New Guinea Islands and Milne Bay the southern region.

He briefed the participants on the NEC decision on the break-up of provincial services improvement programme, district services improvement programme and local level government services improvement programme.

He also touched on procurement processes and approvals, release of funds, financial and management reports, payments, treatment of unspent funds, audits and inspections.
