Commission told to revive function

THE Public Services Commission (PSC) has been told to reactivate its review function on organisational methods if it is serious about improving performances.
This was the message from retiring PSC commissioner Hansel Kakimo during his farewell last Friday at APEC Haus in Port Moresby.
Kakimo and outgoing chairman Dr Philip Kereme, were farewelled during the event.
Kakimo served the National Public Service for 40 years while Kereme had 44 years of service under his belt.
“For PSC and the Department of Personnel Management (DPM), because I grew up as an organisational method student, that review function on organisational method that PSC has must be reactivated,” Kakimo said.
“Why? Because that’s the constitutional function of the PSC which is not being performed.
“Like in any organisation, if government was serious about the performance of the PSC, PSC would have something that it won’t be happy about because your performance is halved if you can take it, but it’s not complete.
“One part of the review function is not being performed so I urge the chairman, the acting commissioner, the secretary, the senior staff of PSC and the secretary of DPM to look at that function properly.”
“The reforms are stated in the corporate plan, so I hope the senior management would take it on because I believe and I always have it that politicians are not rationale people.
“When they make decisions, it’s irrationality that takes precedence over rationality.
“So if you’re going to be sleepy, you’d be surprised with what the politicians would come with.
Kakimo said there should be collaboration, cohesion and cooperation within the PSC.
