Committees part of govt, official says

The provincial and district committees of the National Procurement Commission (NPC) are part of the government function and not district or provincial governments, an official says.
Acting chairman of the NPC board and Finance secretary Dr Ken Ngangan said this during the swearing-in of the NPC’s Finschhafen committee in Port Moresby on Friday.
Finschhafen, in Morobe, became the second district, after Namatanai, in New Ireland, to have its district committee members sworn in and established to undertake procurement on behalf of the Government.
The committee includes two ex-officio members and three appointed members.
Ex-officio members include district administrator and chief executive officer Glen Kiso as chairman and district finance manager Koto Guina.
The three appointed members were Yanogan Yong, representing the law and justice sector, Wilma Wanga representing women and William Mammun, representing the community.
Ngangan said in the previous Central Supply and Tenders Board (CSTB) structure, district supply and tenders board (DSTB) and provincial supply and tenders board (PSTB) were part of the district and provincial governments respectively.
