Contract awarded by NCD: Liko

THE awarding of a K500,000 catering contract for Rita Flynn Isolation Centre was awarded by the National Capital District health authority (NCDHA), Health secretary Dr Osborne Liko says.
“That centre is under NCDHA and they have been required to provide an acquittal report to determine how that contract was awarded in the first place,” he said.
“The funding for that centre is from the National Capital District Commission (NCDC) since its opening last year.
“But we (Department of Health) are the custodians of those Covid-19 funds.”
Dr Liko, who is also the deputy Covid-19 controller, said yesterday that the contract was given under NCDHA’s procurement process.
Dr Liko said NCDHA would have to provide a full acquittal to his office and he would then provide a report to the Health Minister Jelta Wong.
He said since the awarding of the catering contract had raised questions, he was calling on other provincial health authorities to provide acquittals on how they had used Covid-19 funds allocated to them before additional funds were disbursed.
Meanwhile, NCDHA acting chief executive officer Ken Wai said the awarding of that catering contract was done before he took office and he had ordered a full audit report into how the contract was awarded.

  • If this is true, it is just another sign of the way things are done at the city hall. Overpayments and boomerang service is part of the culture there. It took over 3 years for my building plans to be even assessed. Not approved but assessed. I refused to pay extra money for the service and that was the consequence, nevertheless I still refused to pay under the table.
