Dangerous fences

IN The National, we read of city manager Bernard Kipit’s reasons for wanting to enforce NCDC’s fencing bylaw.
In one breath he says, among other things, that the barbed-wire fence is dangerous because “if someone falls on it” he or she may get hurt.
Then on the next breath he says “electric fences” are better.
Really? Has Kipit ever tried touching an electrified fence?
