Department to roll out e-procurement system

FINANCE secretary Dr Ken Ngangan says his department will soon roll out an e-procurement system as part of the reforms in the National Procurement Act.
He made the comments during a panel discussion on the National Procurement Commission Reform hosted by the PNG Australia Alumni Association last week.
“In terms of open government procurement, we are working with donor and development partners, Department of Foreign Affairs and Trade and Asian Development Bank to procure an e-procurement system,” Ngangan said.
He said they would be rolling out an e-procurement system with the integrated financial system.
“We will soon be rolling out an e-procurement system together with our integrated financial management system and those will provide a transparent framework.
“We will have the tenders and the evaluation of the projects on the websites which will be publicly available.
“We have a regulatory function, the Authority to Pre-commit committee that performs the function that is chaired by the secretary treasury, independent of the board.”
Ngangan said a key feature of the new Procurement Act was that it ensured the funding for projects was locked in rather than having contracts approved that did not have confirmed financing.
