Dept, Institute to introduce new public service course

THE Pacific Institute of Leadership and Governance and the Personnel Management Department will soon have available a course in public service human resource business process.
The certificate course is aimed at improving performance and processes in the management of the public service to deliver Government programmes and policies for effective service delivery.
Yesterday more than 40 public service human resources managers and officers attended the course orientation programme at the Pacific Institute of Leadership and Governance (PILAG) precinct in Waigani.
They will go back and nominate a candidate from each government department and agency to attend the training programme.
The programme was developed to build capacity of the human resource management division and also of the executive management. Rhymbi Kokiva, executive manager – human resource advisory services and capacity building division of the Department of Personal Management – said the programme developed in partnership with PILAG was a result of an audit finding into the finance and HR audit which had a lot of abnormalities in HR practices.
Kokiva said this led to more expenditure in the personnel emolument of public servants which consumed about K3 billion of the annual budget.
She said it had been the intention of the previous and present government to cut costs in the budget blowout.
She said as a result, through the project, they would be able to train through the public service HR business processes manual and build the capacity of the HRs to do their work correctly to improve service.
“From the legislations, we have the Public Service Management that when cascaded to the policy framework of the public service general orders and now we have developed another layer of operation in which we have developed the businesses process manual.
