DSIP is not effective at district level

EACH Member of Parliament is given K2 million in a year for district services improvement programme (DSIP).
Yet, the current state of basic services in the districts is poor.
The people of Sinasina-Yongomulg want their MP Jeffery Nape to explain where the DSIP funds are right now.
There is hardly any infrastructure development in the district.
Look at the state of the only road that link the rural population to trade and business.
It is deteriorating and needs proper maintenance.
Where is the K900,000 for district transport improvement programme?
The Muaina High School has been elevated to secondary, but what has Nape done for the school?
Where is the K200,000 meant for the district education improvement programme? 
The children deserve better education but the MP has let them down.
Likewise, the rural health system is not functioning to its full capacity because the K200,000 meant for improving the health services is put to other use.
When can we see the real development? 
A simple basic service such as water supply which should be improved with K100,000 under DSIP is now a luxury in the village.
Besides that, the K100,000 is not put into proper use to enforce law and order in the community.
As such, alcohol and social-related problems are prevalent in the district.
So far, what has Nape done to improve the deteriorating state of basic services in the district?
The K16 million seems to be lying idle in the district account or in some trust account.
We want Nape to tell us what he did with the funds for the last eight years till now.
