Eight without administrators

EIGHT provinces have vacancies for administrators, says Department of Personnel Management (DPM) secretary Taies Sansan.
Sansan said the provinces were Jiwaka, Western Highlands, West New Britain, East New Britain, Gulf, West Sepik, Manus and New Ireland.
Temporary vacancies occur when contracts of employment of the substantive incumbent expires or when a new agency is created.
“Within this period the position is advertised but if the merit-based process takes longer, then the three months is extended for a further three months,” Sansan said.
“This is continuous until the merit-based process is completed and a substantive appointment is made.”
Sansan said an acting appointee did not get appointed automatically.
“They apply through the normal process when the position is advertised, the person must apply and be shortlisted and recommended to the National Executive Council (NEC) for consideration,” she said.
“The provincial executive council (PEC) endorses a list of three candidates in a resolution of the PEC and this is forwarded to the Minister for Public Service who then refers this to the secretary for Department of Personnel Management to consult the Public Services Commission (PSC) to do a fit and proper person’s checks.
“This candidate must possess the required educational qualifications, relevant work experience and exposure and has the technical competencies required of the position of the provincial administrators.
“After the PSC completes the assessment, they make a recommendation to the NEC who will deliberate on and advice the Head of State to make the appointment for an initial period of three months.
”Meanwhile, Sansan said that there were also 19 acting incumbents for regulatory statutory authorities and other offices which included the PNG Civil Registry and Identity registrar-general, Mt Hagen City authority chief executive officer, Teaching Service chairman, PNG Sports Foundation executive director and Mineral Resource Authority managing director.”
