Explain fast data usage

I WANT a mobile network operator to explain to customers why our data gets used up quicker than it should?
This happens a lot to me?
I always get a 24-hour combo because it is cheaper.
I sometimes get an hour pass, which is 1GB for an hour on top of the the 24-hour combo.
Instead of using the 1GB in the hour pass, the data in my 24-hour combo gets used up before moving on to the hour pass.
Can there be some restrictions or measures put in place to rectify this issue?
I’m sure everyone experiences this.
