Explain increase in police clearance fee

WHY is there a sudden increase from K10 to K65 to get a police clearance at the Lae Metro police command?
I understand that it is a requirement to pay the fee at BMS, located at the Morobe government headquarters and present the receipt at the Lae Metro to get the police clearance.
The public isn’t aware of this increase and there is no justification for it.
Some of us went to get the police clearance last Wednesday and were told by the officers about the new fee.
Those who got theirs on last Monday and Tuesday paid K10.
Can the authorities justify the increase?
