How to fix the leave fare

TEACHERS’ leave entitlements is a hot issue every year.
It seems that there is no end in sight to this problem.
From my observation as a former teacher, I would say that this problem is not as complicated as it seems.
The solution is for the government to make it compulsory for all public servants to register with the civil registry so that the government can use the NID information to pay the teachers appropriately.
Also, I believe an independent recruitment agency should do the recruiting to fill vacancies in provincial offices so that we can manage corruption.
Perhaps, hire foreigners to run the provincial offices.
