Former MP Duban arrested

FORMER Madang MP and police and petroleum and energy minister Nixon Duban has been arrested and charged with two counts of misappropriation and one of conspiracy to defraud.
The amount involved is K1.2 million.
Asst Comm of Police (ACP), Crimes, Hodges Ette confirmed the charges, saying that police were investigating.
According to police reports, Duban is alleged to have conspired with two other persons to defraud K600,000 belonging to the Yagaum Rural Hospital infrastructure renovation and improvement project.
For the second and third charges, it was alleged that he dishonestly applied to use others in an educational tour to Jayapura, Indonesia, a sum of K260,000 and other uses namely Tumbuna Track Studios and Yabob Lutheran church property a sum of K340,000.
At the time of the alleged offences, he was the Madang MP.
Money for the Yagaum centre was released in K300,000 instalments.
The first part was released to purchase two pieces of medical equipment on May 2, 2012.
The remaining K900,000 was deposited into the Madang treasury operating account on Dec 13, 2012.
However further enquiries into the money found that on Dec 28, 2012, a payment of K300,000 was made to the Yagaum rural hospital.
In 2013 it was revealed that a total of 16 payments totalling K597,616.90 were made. The main two components were K340,000 for financial assistance and K260,000 for an education tour of Jayapura.
Duban, 44, of Hamo village in Madang, represented Madang from 2012 to 2017.
He was brought into the police headquarters, interviewed and taken to the Boroko police station.
It is understood he was released on a K1,000 bail.

  • There was no whistleblower at that time. Now he has used the money and what will the state do to recoup the money. Freeze all the accounts he has and investigate any property he has for the time being. He should not hold any public office for the rest of his life. Anyway, he is enjoying his life already with the investments he made from the stolen money. He is enjoying his life at the expense of the poor people who need services. Development is very slow in this country but now we should see why. People who hold responsible positions steal or divert funds to fund their deceitful lives. The bottom line is “deep down in their hearts, they know that they did not sweat for it”.

  • Misuse of public fund is corruption! let the court order him to pay back everything he is accountable for, and he is not capable for representing the people of madang again. what a shame for a public figure to do such desperate a act. some are still hiding in their comfort zone and steals and misuse public fund coz they are still on power. one day your time will come and you will regret, just like ND, and thats when you’ll see you real glory.

  • If found guilty, he will have to serve prison time. There is no two way thing about it. Its not a question of whether or not he takes up leadership roles again but rather, which correctional institution will he be placed in to serve his term. Enough is enough!

  • These are ALLEGATIONS. Lets not be the JUDGE, JURY & EXECUTIONER all at the same time. Some people get the blame for another person’s wrong doings. Check the Executive Bureaucracy (executive public servants & office people) who facilitated all these evil mischiefs (that subsequently laid the blame upon ND). If the former MP single-handedly spearheaded these events okay put the blame upon where it’s due. Lets not be quick to judge. Em pasin Madang.   • Let’s not criticize and condemn one another cause there’s none righteous, we all have failures so let’s not point fingers but let the judge play their part while you and me must decide what we can do to bring change.
    Let’s not use our point because the other fingers are pointing back toward you and me.
