From prison to a brothel

 THE Correctional Service headquarters is riddled with sexual impropriety involving senior male and female warders, which has directly contributed to the many escapes by inmates especially those by notorious bank robber, William Nanua Kapris, internal CS correspondences reveal.

According to a March 25 report, the CS is “really operating an ‘open door policy’, ‘close the gate policy’ and (is) now moving towards the ‘open leg policy’ where CS leaders are very much involved in the underworld sex trade network which is now taking over the rehabilitation policy as warders and prisoners are physically connected”.

The report, by a now demoted officer, reveals a decadent service whose officers are involved in sex for promotion and other favours which has spread to include rich prisoners such as Kapris.

Kapris has told the court he had sex with a female warder. 

The report confirms that the sexual encounters between Kapris and a female warder occurred 15 times in the toilet of the welfare office.

The report further reveals that the murder weapon (a Rambo knife) used on prisoner Shane Aitsi last Jan 25, for which Kapris and others were charged, was smuggled by a warder sex partner of the prisoners.

In one incident, the report states that female CS officers drove accomplices of Kapris, who were released by the court for lack of evidence, on July 19, 2010, to a public drinking place where they were seen together drinking and later went to a rugby field in the Boroko area for a sexual orgy lasting the whole night.

The female officer on duty the next day could hardly work following the whole night binge and orgy and had to be rested.

“She was badly injured and could not walk properly, because of the sexual activities that night,” the report stated.

It is a damning report which names individuals in the CS and prisoners, and the times and dates of every incident. Most damning is the assertion throughout the report that in many instances, the sexual escapades by female and male officers were reported but no  action was taken for a short period with there being no conclusive investigation.

CS senior officers are alleged to have entangled and compromised themselves in the sexual ring so much that they have been unable to act on reported incidents of sex between prisoners and warders, fearing their own misdemeanours might be revealed.
