Human resource issues affect service delivery, DPM official says

 HUMAN resource issues have been identified as the common factor affecting service delivery in districts, local level governments and provinces. 

Desmond Timothy from the Department of Personnel Management told public servants in Kupiano, Abau district, Central that they had conducted audits in provinces and found that human resource capacities were not addressed.

Timothy also mentioned that the power to structure and discipline human resources was handed down to the provincial administrators. 

Also during a one-on-one consultation with public servants of Abau district last Thursday, the three local level governments put down human resource issue as a priority.

The main problem was lack of manpower with only one or two officers on the ground while the rest were stationed in the district. 

Central Province administrator Gei Raga told the public servants that money was not the issue. 

“If you want to see 100% changes, you have to change your attitude,” he said.  

Abau district administrator Apatia Puri said if public servants did not produce plans, money would not be released thus projects would not be completed. 

“If you don’t want to perform, the door is open for you to leave. We must work together to deliver services to our people regardless of the differences we have.”
