Ibsagi arrested over shooting

FORMER West Sepik police commander and a police constable were arrested and charged with causing grievous bodily harm to a civilian more than three years ago, border commander Assistant Commissioner Peter Philip says.
“Former chief inspector Moses Ibsagi and Constable Raphael Kua are alleged to have shot Davis Weni, 43, who is deaf, in his family’s yard in Wara Kongkong block on June 27, 2018,” he said.
Philip said Weni, was allegedly shot by Kua after he failed to adhere to police orders and Ibsagi allegedly gave the order to shoot.
“The drunkards escaped through Wara Kongkong Block leading the police to where they shot Weni,” he said.
Philip said the bullet penetrated Weni’s buttock, almost penetrating through his testicles that caused him to collapse and fall unconscious. “After the shooting, Ibsagi quickly transported Weni to Vanimo General Hospital,” he said.
Philip said before the shooting, Lucky Land Ltd supermarket was looted and razed by youths in Vanimo.
“During that week, a container containing a pallet of liquor was also looted and consumed, causing law and order problems in Vanimo,” he said.
Philip said investigations were still in progress progress as Weni’s relatives and witnesses were identified and statements obtained.
As per the reports from police, Ibsagi is now detained in Boroko Police Station awaiting committal process. However, Philip said the case was registered as a Vanimo District Court case.
“The principal offender is currently appearing before the Vanimo National Court,” he said.
“Therefore, it would be best to transfer the matter of Ibsagi back to Vanimo.”
Philip said Ibsagi was suspended for being incompetent in the execution of duties as police station commander.
