DATA management is the process of ingesting, storing, organising and maintaining the data created and collected by an organisation.
Effective data management is a crucial piece of deploying the information technology (IT) systems that run business applications and provide analytical information to help drive operational decision-making and strategic planning by corporate executives, business managers and other end users.
Any organisation may develop decorative looking development programmes in its management action plans aligned to the corporate plans, sector strategies, medium term development plan and other over-arching Government plans and vision aimed to receive funding from the Government and development partners.
For the latter, they have stringent back end procedures and guidelines to monitor and evaluate progress where performance results are readily measured.
It is a common culture in the public sector that the implementation of annual work plans are better developed and executed but lack critical data management systems to indicate outcomes.
Most performance results are based on estimates that lack credibility in measuring outcomes.
Every organisation has a structure and the structure is driven by the functions.
The various organisational functions should have a data management system that streamed into a central database management system deploying the IT systems.
The focus of the Government should be in improving the monitoring and evaluation systems.
It should focus on building stringent compliance measures to stream all data into a central data management system at the national levels down to the sub-national levels.
Data is an integral component of planning for development.
With the availability of accurate data, an effective data management system provides the impetus for developing the institutional capacity and capability for effective service delivery.
Embracing development with digitalisation is the name of the game to take back Papua New Guinea.

  • M&E is vital for improvement and development. But, corruption and appointment of incompetent unqualified and experienced personnels are the major blockages here.
