Investigations into incomplete barracks to be fast-tracked

THE National Fraud and Anti-Corruption Directorate says it will fast-track an outstanding investigation into allegations of abuse of K18 million for the construction of police barracks in East Sepik.
“I will have to fast-track the investigation after a former MP came to the office and almost fought with the detective assigned to investigate the allegations,” director Chief Supt Mathew Damaru said.
“In fact that detective is suspended for being absent without good reasons.”
Chief Supt Damaru said the former MP had lodged a complaint in 2016.
“And so he was frustrated with the detective.
“The former MP came to check last week when the two of them almost exchanged fists in the office,” Chief Supt Damaru said.
“The former MP had lodged a complaint that K18million allocated by the national government in 2014 was allegedly abused.
“The construction of the police barracks is incomplete.
“The former MP complained that the constructor had allegedly abused the funds and left without completing the barracks.
“Other allegations were that land compensation payment was made to bogus landowners where state agencies failed to do proper clan-vetting to determine the rightful landowners.”

  • This type of misprocurement allegations are so common but only few are prosecuted for their part in corrupting the public procurement process under the the public finance management act . If there are credible evidence on alleged misprocurement via front loading of payments without following normal payment schedule under the then CSTB contract on 20% upfront for mobilisation and progressive payments leaving a 10% retention for defects liability after completion may amount to conspiring to defraud the state. All those involved in front loading 70% payment of the K18 million of the entire funds in advance for the incomplete police Barracks needs to be investigated ????
