Keep bus stops free at all times

BUS stops are built for the public to sit and wait for PMVs.
However, I have seen people using it for longer periods while others are forced to stand in the sun to catch bus.
I have seen betel nut venders trading on bus stop benches.
Sometimes, I would come across drunkards sleeping on the benches as if they are sleeping on a bed.
This is the capital of Papua New Guinea and we should start dealing with these kind of primitive mentality.
