ALL files relating to the hearing of murder accused Bosip Kaiwi will be completed by police prosecutors before the next hearing on Oct 1, Police Minister Bryan Kramer says.
Kramer said: “By law, police have up to three months to complete their investigation and file before they are required to submit before the district court at the committal hearing.
“I received brief from ACP NCD Anthony Wagambie Jr, the file will be completed before the next hearing.
“Commissioner of Police David Manning has also confirmed that given the public interest in this case, it has been given every priority.”
The Waigani National Court Registry confirmed that Kaiwi’s bail application would be heard today before a judge.
He is accused of torturing and killing his partner Jenelyn Kennedy.
The bail application by his lawyer from the Public Solicitors Office would be the second.
His first bail application filed by his previous lawyer from Jopo Lawyers in July, was rejected by Justice Panuel Mogish in the National Court in Bomana.
But Justice Mogish told Kaiwi that he could re-file an application for bail.
On Tuesday, Magistrate Tracy Ganaii told police prosecutor Chief Sergeant Polo Koniu at the Waigani Committal Court that the three months normally given to police to complete investigations would end on Sept 30.
She, therefore, adjourned the case to Oct 1.
Koniu submitted a letter from the investigating officer, Snr Det Const Yaku Gwampom, seeking more time.
Gwampom explained in the letter that the investigation was taking too long because of Covid-19 restrictions and that he needed more time.
