Look into Kadovar issue

AN editorial in The National titled ‘Displaced persons’ need support’ on Wednesday (Oct 30) has prompted me to pen Kadovar issue again.
I am very sorry to say that, but I believe that people of Kadovar Island in East Sepik affected by volcano will remain imprisoned for many years at Dandan care centre.
Take Manam issue as an example. Manam Resettlement Authority Bill was passed in 2006 two years on after the worst eruption in 2004. Because the Bill was passed by parliament, MRA became a legal entity, a mouthpiece that acts on behalf of Manam people. Due to its legality, it received support from the national government, support from NGOs and receives help from international organisations
In general sense, we say it operates as a legal body of its own purposely setup for Manam’s volcano issue.
The reason why MRA is still navigating for a better solution and didn’t complete its resettlement mission was simply because some of our leaders at the national level, provincial and district level and responsible agencies were not doing their job diligently and transparently.
In that manner, I am convinced that Kadovar issue will be prolonged as there seems to be no clear pathway to achieve permanent resettlement.
Some of these things did not happen.
Nobody has pushed for the setup of Kadovar Restoration Bill or Act.
Our local MPs did not take this matter seriously and discussed it on the floor of parliament, especially with the department of provincial and local level government affairs. A ministry responsible for national disaster and emergency coordination in the country.
Wewak Island local level government (WILLG) as the custodian does not have a plan in place to help find a better solution for Kadovar people.
The LLG is very weak and silent on this issue.
Wewak District Development Authority is silent and not doing its job quickly.
My warning to the Wewak Island president and his team of ward councilors from Shouten Island: Biem, Ruprup, Wei, Koil and Vokeo.
Kadovar people can be our brothers and sisters, however let it be a national issue.
Do not soften your stance and consider the option of taking all these people back by fitting them into these five Islands as you will only create more problem.
There are other ways we can help. Wewak District Authority cannot be overburdened as where will the DDA get the money to help the affected people?
Things need to be fixed to quickly help those in the care centre.

  • The Member for Wewak ought to take ownership of this issue and do all he can to get the best resolution for his people. What is the purpose of voting an MP and he just seem to observe the people suffer. I call on our open member to make it his business to clean up this mess and settle the people through the establishment of the required law under such national emergencies. Please leader, do something.
