Mining amendments must focus on people

WORD on the grapevine is that the amendments to the Mining Act will be tabled in the May sitting of Parliament.
If I am correct, the Mining Amendment Act 2023 for tabling, was sponsored by New Ireland Governor Sir Julius Chan.
The corridors of Waigani are getting hotter with rumors of all kinds of issues popping up as May 28 draws closer. And, among them, is the news of more amendments to the Mining Act.
I am hopeful that any fresh amendments will be based on the experiences of late, especially in relation to the benefits that all tiers of government and their people, particular the landowners, will derive from all the exploration and mining activities that are going on.
The people deserve a better deal from any mining on their land.
The people of Papua New Guinea deserve a much better deal from all mining activities now and into the future.
Mine developers must not dictate to our governments and people. Our governments must, at all times, stand by the people.
And, the amendments, if any in this session of Parliament, must reflect that commitment – to the people and country. Royalties offered to all tiers of government and people must not be less than 10 per cent. That must be in law.
Ok Tedi and Lihir have extended mining lives. If so, what about the extended lives and sustainability of the local landowners and people?
For the record, nothing much has changed for the Lihir group of islands and the inhabitants of Ok Tedi. They are still living like they used to be when the first gold was poured.
When Sir Julius first brought his proposed amendments to Parliament, his vision was to protect the rights of customary landowners in project areas.
Ownership of minerals would change hands from State to customary landowners. Also, customary landowners must be consulted in all deals and agreements. Failure to do so will invalidate any mining agreements.
We pray and hope that these would be the amendments pushed through in this session of Parliament.
