Minister happy with way public service dealt with challenges

PUBLIC Service Minister Elias Kapavore is happy with the way the ministry and department had dealt with the challenges faced during the year.
“2018 has brought its challenges and the Public Service ministry, and the Department of Personnel Management had taken on those challenges as we progressed through this year,” he said.
“We have been entrusted with government directives to maintain payroll ceilings, retirement exercises, public service reforms, payroll and manpower audit, performance and management of agency heads, executive leadership capacity building and we have done good on our part.”
Kapavore said last month’s Asia-Pacific Economic Cooperation summit had focused on harnessing inclusive opportunities and embracing the digital future – which the department was working towards.
“We all know that policy alignment and planning over the last 10 years or so have been brought to a higher level with the institutionalisation of the Papua New Guinea Vision 2050,” he said.
Kapavore said this year marked the end of the department’s corporate plan 2016-2018.
“I must say they have performed very well in terms of achieving directives from the government through National Executive Council decisions and policy directives.
“With sectoral policies and corporate plans tied to the vision, we now have a clear line of sight in terms of connectivity to other government departments and agencies, and also in terms of implementation.
“What has been profound in recent times are instances where new governments that come to power introduce what they will do during their tenures.
“The government is now focused on bringing service delivery back to the bulk of the population in the districts thus funding the Provincial and District Services Improvement Programmes (PSIP and DSIP).”
