Minister urged to clean up NHC

MORESBY South MP Justin Tkatchenko deserves to be appointed the Minister for Housing and Urban Development because of his outstanding performance over the past seven years or so.
You have proven to be the best performer in development aspect compared to the other two electorates in Port Moresby.
I am one of the many students who benefited from your TVET Programme.
The Government has entrusted you to fix the National Housing Corporation (NHC).
The corruption and nepotism that NHC is suffering from today is a result of what the institution had sown since its existence.
NHC has declined over the years due to increasing stranglehold of corruption, misappropriation, poor management and lack of leadership style.
NHC has a systematic corruption from property management linked with information system (IT) to override properties, legal division, finance, and list goes on.
Furthermore, the NHC system, cultures, and practices were deeply rooted and evolved overtime and continue to evolve.
Corrupt practices – bribery, extortion, illegal levies, and kickbacks, nepotism, favoritism, absenteeism, non-performance of duties, desertion and parasitism misappropriation, forgery, cheating, abuse of confidential information, falsification of records and recruitments etc is deep rooted in NHC.
Tkatchenko, PNG has witnessed your restructure advertisement in the media inviting qualified individuals to apply.
Now the point is who is responsible for the recruitment process.
Based on past and present empirical analysis, here are my recommendations:

  • Involve the Department of Personnel Management/Public Service Commission or other agencies for recruitment matters;
  • make senior officers who have not met minimum requirements for the current position they hold redundant;
  • remove unattached officers and underperforming staff;
  • staff terminated for various offences and recalled should complete DC processes;
  • stop recalling retired officers and recruit new university graduates; and,
  • Officers converting state property to sell them should be removed.

Former NHC managements have failed enormously.
The Government trusted you, Tkatchenko.
It is time you start by checking your backyard – starting with the acting managing director and the senior management. I see you as a leader with a vision to change.
I believe your appointment to NHC can transform the department to meet the housing demands for the future generations of this country.
Reshuffle the management team and staff, they have established systematic practice over-time.
