Moresby city rates

I am finding it hard to understand why the rates charged by NCDC are always going up without NCD city residents being told why.
Since becoming a property owner, I have noticed that the land tax and sanitation and garbage rates have been increasing year on year and while the commission is quick notify property owners about them, it has failed miserably to tell us exactly what warrants those increases?
We, the honest, hardworking city residents, are up to our necks in debt to NCDC for municipal charges, not to mention the annual Lands department lease rentals.
Please give us a break. NCDC rates are driving us into poverty.
The Government needs to implement some of the recommendations from its recent tax review to ease the burden on those of us who struggle to eke out an honest living and raise our families in the city of Port Moresby.
