MVIL, ENB renew rego sticker initiative

MOTOR Vehicles Insurance Ltd (MVIL) and East New Britain provincial government have renewed a memorandum of agreement (MOA) on a two-in-one sticker initiative to improve services to motorists, an official says.
MVIL chief executive Michael Makap said the agreement would enable the provincial government to move its vehicle registration function to them.
“The MOA is an administrative arrangement which enables both parties to combine MVIL’s compulsory third party (CTP) insurance services with the provincial government’s vehicle registration services into a single sticker for the convenience of motorists,” he said.
“This enables the parties through MVIL acting as East New Britain government’s agent to better serve motorists in the province via our office in Kokopo.”
Makap said the renewal of the MOA allowed the provincial administration, under Governor Michael Marum, and MVIL to establish another branch in Rabaul.
“This outcome will increase the parties’ service delivery footprint in ENB, while at the same time reduce queues at MVIL’s Kokopo office.”
In comparison with the previous MOA, the terms and conditions of the new agreement have been updated to reflect the parties’ experiences in managing and sustaining the services provided under the arrangement.
Some key features of the revised MOA include: flexibility in office infrastructure and rent-sharing arrangement; provision of a credit facility accorded by MVIL to the provincial government; and, the provision of a mediation process as a precursor to any court proceedings.
In addition to the new features of the MOA, MVIL and the provincial government recognise that the arrangement ensures a win-win outcome in that it provides: a one-stop shop for motorists to pay for CTP insurance and vehicle registration; motorists to display a single sticker on their vehicles for MVIL’s CTP insurance and the ENB’s vehicle registration; efficiency in paper work and time associated with dealing with a single service provider; secured revenue collection arrangement via a cashless/on-line payment system; transparent governance of transaction between parties; and, the establishment of a single vehicle database management capturing vehicle information for planning and budgeting.
