NEC terminates Morola’s contract as Labour Secretary

THE National Executive Council has terminated the contract of Mary Morola as Labour and Industrial Relations Secretary.
Public Service Minister Elias Kapavore told The National that Morola had “failed to meet key performance indicators” since her appointment three years ago. Her contract was terminated on November 7.
She could not be reached for a comment.
Kapavore warned other heads of department they could face similar action if their performance was poor.
“Non-performance is a serious disciplinary offence in the public service and warrants dismissal,” he said. The department implemented a performance monitoring system last month and the onus was now on the ministers to establish those key indicators based on their plans.
“This also applies to the provincial governors and the provincial executive council to assess the
performance of their provincial administrators, district and the sub-district level officers,” he said. “We must create the culture of high performance in the public service. Non-performing department heads and those at the subnational levels can’t be complacent.
“I am a strong believer in performance.
“We can change the work culture and match the private sector in our output. There must be value for money in our national public services, especially when up to K7 billion of the national budget is expended on the personnel emoluments and other operational costs.”
Kapavore said department heads should execute smart human resources decisions to maintain control of their payroll.
