PANDEMIC Response Controller David Manning has clarified that the Covid-19 vaccination is still voluntary, although unvaccinated people are not allowed on domestic flights.
The only ones allowed to travel on domestic flights are:

  • FULLY vaccinated people;
  • STUDENTS returning to school;
  • PERSONS returning from travel to their home province;
  • BUSINESS travel;
  • THOSE travelling to seek medical assistance; and,
  • EMERGENCY travel, including the repatriation of deceased persons.

Manning said the new measures announced yesterday were not meant to force people to be vaccinated.
Measure 13 on domestic travel was yesterday moved to measure 3 – that no un-vaccinated person may travel by aircraft from province to province.
“Vaccination is still voluntary and you can still go to your hospital to get vaccinated,” Manning said.
“We are not forcing anyone to get vaccinated.
“The new measure is now part of the five exceptions to travel previously announced.
“It is part of the category that allows for domestic travel, however, it does not force anyone to take the vaccine. You can still travel (using) the approved reasons.
“Being fully vaccinated is now added to allow for travel. If you have been vaccinated, you can travel.
“You can also travel for business trips and returning to school.”

  • Controller David Manning is totally wrong to announce that the vaccinated person should travel. This is as forcing people to take vaccination.

    • It is a total indirect and forceful approach taken by Controller Manning who announced that vaccinated citizens should travel domestically. It is against the freedom of movement for citizens to travel within the country and this announcement should not be the bearer. There are very qualified scientists and doctors in the world today opposing the use of this vaccine as must not be injected into the human body. HIV existed many years till to date without vaccine being developed and with Covid 19 recently coming up vaccine is developed within a blink of an eye. I don’t believe to have Covid in PNG as sick people dying in hospitals daily is normal here and therefore, let us not be blindfolded and be fooled by well developed nations who have there own business agenda.

  • Pandemic controller, What is voluntary vax? You are enforcing it by indirectly making it mandatory by allowing only those ones vaccinated to travel. Leave the domestic routes free for the people to travel whether they are vaccinated or not vaccinated, bond or free.

  • Sounds ore like you are forcing people to get vaccinated. What other options do they have left? None!

  • Dear Pandemic Controller, The measures are indirectly forcing people to take the vaccines.

  • David Manning is really mean to stop unvaccinated citizens to travel on domestic flights. Why on earth would he impose such measures when people in PNG are not dying like flies like other countries.

    There is no need to panic. Mr Manning you need to use logic to handle this situation otherwise ordinary citizens of PNG will be deprived of their democratic rights.

  • to my understanding it seems that you are marginalizing unvaccinated with vaccinated. as you are upholding the rule of Law did you know the rights of peoples freedom of movement?
    You already break the Law on Human rights. Find out yourself what section you of the constitution you break.

  • Only vaccinated to travel is not mandatory as according to our Constitution. Our Constitution spells it very clear that we have the entire Freedom of Movement and no foreign Governments or a single Organisation like W.H.O may impose Sanctions or Suppress our Freedom. This is NOT On!!

    You Prime Minister and David Manning, how can you blindly ignore the Constitution of this Country by Suppressing our Freedom of Movement and imposing all those unnecessary Restrictions to Papua New Guineans??!!

    PNG is a sovereign Nation of its own and ought to stand by our own foot and NO such a single Organisation to control us…!!

    COME ON PNG, LETS STAND UP AGAINST THIIS HORRIFIC UNWANTED RESTRICTIONS BY ENFORCING PEACEFUL PROTEST THROUGH OUT THE NATION OR EVEN UOT, UPNG, UOG, UOD, AND ALL OTHER INSTITUTIONS HAVE TO PROTEST…

    WE MUST ACT NOW, BEFORE THEY RESTRICT OUR FREEDOM TO HEALTH SERVICES, BANKING SERVICES, HOTELS AND ALL THE OTHER SERVICES .!!

    What about mine workers who get tested regularly before traveling in & out?
