TODAY (April 7) all public transport are expected to resume operations including Port Moresby.
The Government has set new guidelines for the PMV operators and that is to practice physical distancing and do regular wash downs.
As a Port Moresby resident and a regular commuter I see this as practicably impossible.
Most PMV buses in the nation’s capital are filthy and smelly.
Passengers chew betel nut and smoke on public transport despite laws in place making this illegal.
PMVs do not complete their routes and at times over charge passengers especially students.
There is a lack of policing and monitoring when it comes to public transport, which is mostly run by individuals.
Police already have a lot to do in preventing crime, and implementing state of emergency directives from the SOE controller David Manning.
I doubt there will be effective policing to see PMVs adhere to social distancing.
How will PMV operators make money from carrying half the number of passengers?
Will NCDC or the government subsidise the loss in income for the PMV operators?
Or will the PMV operators revert to over-charging passengers to charging a fare of K2 per passenger to make up for the loss.
Also the PMV buses we have in Port Moresby cannot cater for the large population in the city.
There is one solution to this debacle.
That is for NCDC to run the public bus service.
