New rules to guide public servants

 A NEW administrative guideline and financial instructions for all levels of government was launched last week by National Planning Minister Charles Abel.

He said in a statement that the set of rules would guide public servants to follow prudent procedures on appropriation and expenditure of public funds.

“The government believes prudent management will yield tangible and optimum service delivery outputs to satisfy its plans and policies,” Abel said.

He added that the guideline and instructions would compliment other services improvement programme guidelines and comply with the Public Finance Management Act.

“This is to ensure control and effective usage of the appropriate funds for the successful implementation of provincial services improvement programs, district services improvement programs, and the local level government services improvement programs to benefit majority of the people,” Abel said.

The minister challenged public servants to improve in their work performance and serve the communities with “dedication, honesty and pride”.

“As public servants you are the implementers of the government’s plans and policy and the drivers of development agendas of the government. 

“The lack of performance of some provinces and districts had resulted in acquittals not submitted on time or not submitted at all.

“This is a serious concern and goes to reflect the kind of public servants we have in the provinces,” Abel said.
