NHC, NHEL fail to deliver govt housing projects

THE National Housing Corporation (NHC) created a business arm in 2013 called the National Housing Estate Ltd (NHEL) to be self-sustaining and competitive commercially with other real estate firms within the country.
Commercial properties were allocated in prime location in the National Capital District to NHEL so it would generate its own income source instead of freeloading of the NHC budget.
To date the NHEL has been a big farce, likewise the NHC.
The current managing directors for NHC and NHEL have political aspirations to are campaigning for the 2017 general elections.
Hence, they have given little attention to the corporation, resulting in staff not getting paid and a dysfunctional operation throughout.
The appointments by the ministry and board as usual were political, to wring every penny from the institution so their all mutually benefit even to the extent of transferring prime NHC properties in associates’ name illegally, which includes government institutional houses.
The housing project at Durand Farm on the outskirts of Port Moresby city is merely 25% complete post project launching three years ago.
NHC and its ministry apparently borrowed an equivalent PGK1 billion from the Chinese EXIM Bank in 2014. The funds borrowed require clarity and obviously does not indicate the project value on ground.
It was well publicised that three overseas based contractors would lead the Durand Farm project while sub-contracts would be awarded to local companies.
The local companies awarded sub contracts will be at the alarming prerogative of NHC.
At present one wonders how many newly houses constructed have been purchased and the whereabouts the sale proceeds.
Successive Governments have failed the citizens of this country with proper housing schemes to improve basic living standards.
Although this Government has strived to do something it has once again fallen miserably short with malpractice at its worst.
Papua New Guineans will continue to suffer in hostile living standards in towns and cities.
