No air travel for Engan students

According to the DWU registrar’s office, the end of year travel budget requested for students was K367,076.30.
The amount allocated to Divine Word University students by the Office of Higher Education was K342,966.
The usual end-of year air travel for DWU Enga students on TESAS scholarship was cancelled.
Instead, the administration wants to give K100 to each student to travel by road to Enga.
The administration stated that this decision was from the OHE. 
Enga students would like to know if this decision was true.
If it came from the OHE, why didn’t they let us know in advance so we can prepare ourselves before taking the risk of travelling along the Highlands Highway?
On the other hand, the students from Southern Highlands have been issued tickets to travel by air.
Why are SHP students given air tickets but not Enga students?
