Noisy neighbours

NOISY neighbours have become a concern in recent times, especially in Port Moresby.
People lack respect for their neighbours and party and create rackets in the middle of the night.
I would like to know if the police or NCDC have a hotline to report neighbours that carry on drunkenness and loud music after 10pm, and if such nuisance incurs a fine.
This is becoming a disturbing trend as some of us have jobs that begin very early in the morning and cannot afford to waste precious sleep hours, not forgetting to mention church on the weekends.
I would be very pleased to know if there are authorities set up to mitigate disorderly behaviour/public disturbance in the city, especially if people are too drunk and stupid to reason with at odd hours of the night.

    I hope there is law for this type of scum bags , who have no place in this society but behind bars .
