THANK you Prime Minister James Marape for sealing the coffin by telling public servants that departments can’t perform over 44 years because of wantok/kandre system.
And it’s better to give them the key performance indicators (KPI) so we can see productivity and honesty prevail in order to “taking back PNG”.
Not only that, even private companies are practising the same; there is a growing number of recycled expatriates in the country and they keep recruiting their own from overseas for positions Papua New Guineans are more than qualified to occupy.
Interesting enough, positions are not advertised to give locals the opportunity to apply.
In a particular company, there are expatriates with no qualifications in executive positions and nationals are doing all the smaller jobs for them.
It’s because of job security that nationals can hardly speak out and when they do, we are shown the door because these expatriates know our systems are weak and have used our weakness for their gain, therefore, it’s imperative for an agency to have complaints acted upon by Department of Labour and Industrial Relations immediately.
My experience with the Labour Department is that it has corruption rooted in the front line.
It’s kind of a barricade that can’t be penetrated because officers handling cases are leeches – money-sucking monsters who will run you dry asking for a bribe.
There are hundreds, if not thousands, of genuine cases gone cold.
And for those that can afford private lawyers, they have successfully resolved their cases while many who are financially disadvantage are waiting and hoping for divine intervention. Therefore, I suggest the minister concerned set up a team to visit such companies.
It would be interesting to see how many cases are outstanding, the reasons and officer concerned to justify why these cases are still open.
It should also be noted that complaints/victims hold more inside information of an organisation – be it good or bad, therefore, let all cases be dealt with accordingly and full investigation be carried out to establish why and how.
