The Public Service Commission (PSC) will reduce its activities over the next five years to do well what it takes on.
Acting Secretary Judith Stenis, during the launch of the PSC corporate plan 2019-2023 on Friday, said: “When we have a limited number of activities we can achieve the set goals within the given timeframe.
“One of the main areas under this plan is for the PCS to foster accountability and good governance when carrying out its mandated constitutional function on the review of personnel matters and merit-based appointment processes.
“The plan also will be looking at establishing regional offices in all four regions to improve their service delivery and to reach the majority of the public servants by bringing the services to where they are located, especially at the provincial and district levels.” Stenis said the plan also embarks on improving and maintaining its website
psc.gov.pg to boost service delivery efforts and to reach the majority of the public servants, enabling public servants outside Port Moresby to access the services online.
Others under the plan include a housing scheme and continual support to the Autonomous Region of Bougainville PSC.
Commissioner Apeo Sione said the plan was aligned to the third pillar of the PNG Vision 2015 initiative, with specific corporate objectives linked with corporate activities to achieve intended outcomes in five years.
Sione said that in the past five years the PSC had experienced some difficult times in the implementation of its corporate plan (2014-2018).
“Some of the challenges contended were the Government Policy Change through the 2014 Constitutional Amendments and the enactment of the Public Service (Management) Act of 2014, the proposed amalgamation of PSC and DPM as per government budget circular and consecutive budget cuts in 2015, 2016, 2017 coup with warrants from the Department of Treasury not coming on time.” Sione said.
This corporate plan contains programmes, activities, projects and public service reform initiatives.
