Punctuality problem with public servants

IT has been observed and now being treated as a norm for public servants to turn up to their offices after 8.05am and finish off early before 4.06pm.
Punctuality of public servants has been very poor for the last donkey years with little or nothing done to stop such practice.
Provincial capitals especially, officers turned to show up so late which result in clients or publics spending more on travel or accommodation expenses to check again on a later date after travelling some kilometres to be served by the officers.
