Reform will be a costly affair

THE education reform system will become a costly affair for the country.
Some of the problems we face in the country like law and order problems are largely caused by the ill-conceived education reform system.
The education reform system is creating a high degree of failures in rural villages and that is contributing to the rural-urban migration.
The people in the rural area are seeking opportunities in the urban areas and they end up in the settlements.
With few opportunities, they eventually turn to the streets as prostitutes, beggars, raskols and street vendors.
Most of them are not victims of their own decisions but are victims of poor government decisions.
In this ever-changing world, when opportunities are not readily available, can we blame them for turning to illegal means to survive? 
Can we continue to trust our government for failing to create employment opportunities in a resource-rich country like PNG?
