Registration of students for higher education loans start

THE PNG Civil and Identity Registry office has started registration of students under the higher education loan programme (Help), the Government has announced.
Issuance manager Leroy Kwa told The National that since the establishment of the priority desk for the students at the NID Haus in Waigani, 25 students had lodged their applications.
Kwa explained that a priority desk had been set up and was accepting students’ applications to register for their NID cards and birth certificates.
He said there was a screening process where the students were checked to ensure they had provided their acceptance letter from their education institution.
Director-general Noel Mobiha said his office was working with the Department of Higher Education, Research, Science and Technology (DHERST) to finalise a memorandum of partnership (MOP).
“The government has made a policy decision to give loans to the students. Our job is to ensure that those students selected are actually identified as who they are,” Mobiha said.
“MOP is basically spelling out that guideline of the working relationship we have with DHERST,” he said.
Mobiha pointed out that funding was a critical factor for both the Civil and Identify Registry office and DHERST.
“We are running operations and we can easily help with students, but the biggest areas of focus for us are the centres, including Port Moresby, Lae, Madang, Kokopo, Goroka and perhaps Wewak.
“That is because most of the students come from around that area, if we can quickly get a grip on that and fix that then we can sort it out.
“It’s about 40,000 students and we can do it.”
Mobiha said MOP was supposed to be signed next week but they could not wait for that process.
“We are trying to do some runs now, we cannot wait for the MOP. We want to start registering which we have already started in NCD and all the provinces.
“We started when our Minister Sam Basil answered the question on the floor of Parliament about the Help initiative.”
Mobiha urged students who had been accepted to universities and colleges to go to a NID office to register.
He said students 18 years and below would be given only birth certificates while those above will receive both, the cards and certificates
“They must make it known that they are going to attend this university or institution, their names, gender, the institution they are attending and the course so we will put it on our website.
“Those who have already registered in the system and waiting for their NID documents cards and birth certificates their process will be fast-tracked to assist them.
“The message is they need to go to our fixed registry offices – 17 of them currently sitting in the provincial capital,” Mobiha said.

  • I am a working class and really Interested to enhance my education. I have a acceptance letter by the university due to no funds and never started the course.

  • Iam a former year’s student (2018 school leaver) and I have an Acceptance Letter to attend a College this year (2020).

    Where can I obtain a HELP Application Form and where do I submit it to?

  • Good..How about students selected to other institutions like Hagen or Madang how will they register themselves.?

  • Provide identification for persons in charge of registration of students to obtain loan and also give exact location for registration for each Places selected here..most importantly, spell out the criteria used for students successfull registration and be spot on, on the dates each Registration Places going to commence registration and the duration or due date for registration.
    That’s all and this will not be treated as a Schem or Conning Political Strategy…

    How do I access the HELP initiative (policy) set by the Government.

    Please give a direction, as how I could be part of the HELP education policy.

  • Some of the students didn’t complete courses due to financial shortage..Is the loan also be able to help them?
    And also those who are attending non government recognized schools like datec IT institutions?

  • Are self sponsored students to colleges like IBBM also eligible for student loan scheme?

  • Anything involving money has to be done correctly as it comes from tax payers money.
    Do not rush without proper documentation for set procedures..
    And What about other provinces?

  • Another waste of time initiative. How can you gauge the Quality produced with such system. Such initiative should be issued to once who are serious in studying and putting the country on the map. Very sad to say that, I had the change to speak to a PNG University student in English and there was absolutely no control. All the Language Tenses were all over the place. Give he Loans for second year students and upwards as per their GPAs.

    My query is, he is using a different surname and am concern if he goes to the registry office, fill out the forms using my surname, will there be any complications?

    • Tell him to use that name he used in school to produce NID, else tell him to go change his name to his father’s real name and use also his fathers name to produce NID as NID is important in obtaining loan

  • Iam a student attending the University of Papua New Guinea and have problems with fees and I am grateful for what the current government has implemented. Right now Iam still at my home province holiday which my province WNB is not one of the centres so where can I get the application form?

  • I’m also a student at one of the higher institution in the country however I’m running out of school fees since least year although right now I seen you are advertising the schools free loans for the pm policy which was good ,whenever I have the interest to getting loan for this year , has I’m currently student of university of goroka doing my diploma program in business accounting southernal campus Port Moresby what ever I wanted to complete my outstanding frees, their for I would like to apply for loan as you mentioned..

  • How can the government assist the poor students who cannot access NID office in POM. The headquarter is in POM and not every student throughout the country reside in Port Moresby. Office in mount Hagen has been closed since september last year. Can the people working in NID office advice the students on how they can go about applying for NID card and be eligible for Higher Education Loan.

  • I am a student at upng, got accepted last year to resume study, however due to fee impediment I decline the offer. With 2019 acceptance letter could I be able to apply for a loan.

  • Two things are required of a person to apply for the HELP loan, one is NID and the other is Tax Identification Number TIN.
    We can get our NID from the NID house at Waigain for those residing in the nation’s capital, hower, we are confused about this TIN. Where should we get our TIN?

  • I am a current student doing a Master of Philosophy (Scienc) studies at PAU starting last year. This year will be my second year, however i am unable to complete my studies due to school fees. Am i eligible to apply for this Loan program as a second year student? Please respond

  • Please send HELP application forms to the universities across the country. Student who already got there NID can start apply for the loan at their respective schools. Registration started, students paid school fees using their own money, some poor students pushed out of studies due to financial problems etc…Government must not play hide and seek game with the students to collect fees paid by student and put back into the loan program or of whatever program government is planning. Do something quickly to assist student register using the fund if they really mean what they say without speaking from sides.

  • Please can you explain, I’m bit confused about the help program,is it possible for the self sponsor students as well who are going to study in overseas or only for selected students? If only for selected students then I think this is not good because we’re all citizen of PNG and if we get a job then we will still pay for the tax and support this country.

    • My son is doing his final year at University of San Carlos_ Chebu City, Philippines. He is self sponsored by parents and had no NID. Will he be eligible for HELP ?

  • I did my 3rd year at HTTC in Mt.Hagen last year 2019 but I withdraw due to financial constrain and will re-admit this year on second semester. Currently I have the Declaration Form with me so am confused, where will I send it to after filling in order to be eligible for the Loan Program. I will send it to the College or the DHERST.

  • I have witdrew my year 4 instrumentation due to fee, I would like to apply this loan scheme 2020. However, the loan scheme was announced early January this,as the message popped everywhere and I thought I could apply for the loan in time.
    I recommended that the PNG highest offices are thoughest offices for grass roots can enter as they can express what they can get assisted. Security personnel keep the gates with a word like ” hi boy! Boss em go lo work yu can come narapla time.”
    Anyway, I need loan so tell me what to do .

  • Been waiting almost a year to collect my id, don’t know when or who to see. Do I really need to see the approver himself/herself to get my ID approved? I went there several times and grew tired already. Right now I’m planning to offer bribery to someone who’s gonna approve my NID CARD, coz I need ID to obtain HELP for next year’s study. the assurance is nothing but just the air around the media.
