Rural areas missing out

I SEE that the deactivation of SIM cards will cut off majority of people in the rural areas.
If telecommunication companies can put towers in every rural areas, it’s possible to send agents to rural areas and register SIMs.
Our rural people need an extension period of time to be given by NICTA and help from the SIM service providers.
