School fees and TFF

THIS month, there was an announcement aired on Radio Eastern Highlands from the provincial education director saying that the Provincial Education Board in its meeting had allowed all schools to collect fees at the beginning of term 3.
The main reason given was that the province was not receiving its grant subsidies under the Government’s tuition fee free policy.
There are two possible explanations why these TFF funds are not being received.
First is that the national Government cannot afford to fund this initiative anymore. If that is the case, then the Government should let it be known so the PEBs can start collecting their own fees.
The second reason is that it maybe because the funds that were given out in the past were not acquitted properly.
Nonetheless, if the national Government stands firm on the TFF policy, then the directive from the Eastern Highlands Provincial Education Board is wrong.
