Service delivery needs reforms on public service

 THE public service will undergo an intensive reform that is aimed to improve service delivery of basic services to the people which has been lacking in the past 30 years. 

Public Service Minister Sir Puka Temu yesterday presented to Parliament the public sector staffing statistics performance and strategies in a ministerial statement.

Under the review which will be carried out by the Public Service Ministry, major reforms include : 

  • Reform in the Department of Personnel Management and Public Services Commission to create pro-active public service inspectorate and tribunal to tackle corruption and complaints; 
  • Enforcing executive management discipline through performance management and employment contract system at all levels; 
  • Institutionalisation of a value based leadership and management framework;  
  • Transformation of the PNG Institute of Public Administration into a School of Government; 
  • Creation of district authorities under the organic law to empower open members as chairmans to replace the joint district planning and budget priority committee; 
  • Legislative framework for outsourcing services to joint venture and private sector partners; and 
  • Creation of a legislative framework for promotion and protection of ‘whistle-blowers’.
