Settle outstanding consultancy claims

DUE to high turnover of department heads in some ministries, the appointed political cronies are playing dirty games by denying outstanding payments for consultancy work delivered under previous regimes.
The Finance secretary should settle some of these outstanding consultancy contracts by intercepting those departments’ appropriation before warrants are released to them.
Some outstanding payments are over three to five years.
That intervention should be executed by the Finance secretary after the new government comes into office.
Settle some of these denied claims.
