Soldiers with ‘who cares’ attitude

I FIND it hard to understand why young soldiers are not complying with simple standing orders given by superiors.
They have gone beyond boundary lines.
They have the ‘who cares’ attitude.
They seriously have to be given marching orders.
There is no space for such to be in the force.
We believe that the commander will give them marching orders.
