THE electoral commissioner is not answering the question:     why have some people who voted in the 2007 general election not been able to do so this time?
Thousands of eligible voters nationwide have been turned away.
Five years is more than enough time to solve the common roll issue.
The major criterion in a failed election is voters being denied their constitutional right to vote.
Other factors include violence,  hijacking of ballot boxes  and corruption.
We can safely conclude that this election is a failed one because the major criteria of assessing failed election has been met.
