Toroama needs 3,084 votes to pass the absolute majority mark and be declared the winner.
Toroama who contested the seat under the Bougainville People’s Alliance Party said on his Facebook page that he planned to stop corruption if elected.
He plans to have a Treasury Department with its own set of bank accounts.
“Furthermore, only a few people will have access to those bank accounts and no withdrawals will be allowed without multiple signatures/approvals,” he said.
He also plans to establish audit and detection procedures in the Bougainville government.
“Currently, there is no paper trail for most ABG expenditures. No one can tell where the money goes,” he said.
“We will establish audit procedures whereby the books of each ABG department, including all corresponding expenditures and invoices and acquittals, will be inspected quarterly, and audited by outside, third-party audit consultants annually.”
