Treat remote areas fairly

IT seems there is an increase in the number of rapes, robberies and murders in our dailies in Port Moresby, Lae and other urban areas.
I believe they are caused by the unemployed people living in urban centres.
I think it will only minimise if the government were to create more jobs.
If the government treats remote areas as urban areas in terms of service delivery, why will these youths or the people migrate to urban centres?
Most so-called leaders are ignoring and neglecting their remote districts.
Basic services such as infrastructure, education and health must be catered.
I know they are in plan but when will it happen?
